What is zero-based budgeting?

Zero-based budgeting (ZBB) is a budgeting approach in which every item of expenditure within a company must be justified from scratch – regardless of previous budgets or historical expenditure.

Unlike traditional budget planning, where the previous year’s figures are often used as a starting point and merely adjusted, the ZBB starts from „zero“. Each cost item must therefore be justified anew.

The central principle is:

  • „Every item of expenditure must demonstrate its necessity and its value.“

Typical features of zero-based budgeting are:

  • a complete reassessment of all cost items
  • No automatic carry-over of previous budgets
  • consistent prioritisation of expenditure according to benefit
  • a greater focus on efficiency and value creation

The ZBB process usually comprises the following steps:

  • Identification of all activities and cost centres
  • Assessment of each item of expenditure in terms of its usefulness and necessity
  • Prioritising expenditure according to strategic importance
  • Allocation of the budget based on available resources
  • regular review and adjustment

The advantages of zero-based budgeting are:

  • greater cost-effectiveness through rigorous scrutiny of all expenditure
  • Avoiding „historically accumulated“ inefficiencies
  • better allocation of resources to strategically important areas
  • greater transparency regarding cost structures
  • Promoting a cost-conscious corporate culture

At the same time, this approach also presents challenges:

  • a significant time and organisational commitment
  • complex implementation in large organisations
  • potential resistance within established teams
  • a short-term increase in the planning workload

For start-ups, zero-based budgeting can be particularly useful during phases of growth or restructuring, as resources are often scarce and need to be used efficiently.

In established companies, ZBB is frequently used to optimise cost structures or to identify potential savings during times of economic uncertainty.
